Who this page is for

A practical guide for authorised referrers

This page is for caseworkers, support workers and other authorised representatives of recognised charities, police and government bodies. It is designed to help you decide whether a Shield & Rebuild referral may be appropriate and to prepare for the referral process with care.

Shield & Rebuild does not accept self-referrals. The public website is not an emergency service or a case-management channel.

When a referral may be appropriate

Start with the client's practical safety concern

A referral may be worth considering when an eligible client in Queensland has been affected by crime and there is a practical safety concern that may relate to the charity's current electronic-security and security-upgrade capability.

Shield & Rebuild's current specialist capability is electronic security and security upgrades, including CCTV, alarm and access-control systems and related security solutions. The Services page explains the current capability, public information and developing external-provider pathways in more detail.

Each request is considered individually. A referral is not a promise that assistance, funding, a service or a particular outcome will be available.

What to provide for an initial assessment

Keep information focused and necessary

Use the current Client Assistance Form and provide only the information needed for a safe initial assessment. This will usually include:

  • The name of the referring organisation and the authorised representative's contact details.
  • Enough information to show that the referral is being made by a recognised charity, police service or government body.
  • The client's Queensland location and a brief description of the practical safety concern, where relevant to the referral.
  • Safe contact information and communication preferences necessary for the initial assessment.
  • A short explanation of why a referral may be appropriate, based on the client's current circumstances.

How the referral process works

A clear, considered process

The process is designed to establish whether an appropriate practical safety pathway may be available. It is not an emergency response.

  1. 1

    Referral

An authorised representative submits the Client Assistance Form with the information needed for an initial assessment.

  2. 2

    Individual assessment

Shield & Rebuild considers eligibility, individual need, practical circumstances, provider availability and available funding.

  3. 3

    Assistance considered

Where appropriate, electronic-security or security-upgrade support, or a relevant external support pathway, may be considered.

  4. 4

Support arranged if approved and available

If assistance is approved and available, Shield & Rebuild may arrange or fund suitable support based on the individual assessment and available options.

Important: A referral does not guarantee assistance, funding, a service or a particular outcome.

How to explain the process to a client

Use clear, respectful language

You might say:

“I can look at whether a referral to Shield & Rebuild may be appropriate. They accept referrals from authorised representatives of recognised charities, police and government bodies for eligible clients in Queensland. Each request is assessed individually, so a referral does not guarantee support, but it allows Shield & Rebuild to consider whether an appropriate practical safety pathway may be available. We will only provide the information needed for an initial assessment.”

This wording avoids making promises and gives the client a clear explanation of the referral's purpose. It should be adapted to the client's circumstances, communication needs and safety considerations.

Questions for referrers

Useful information before a referral

Who can submit a referral?

Only authorised representatives of recognised charities, police and government bodies may refer eligible clients in Queensland. Shield & Rebuild does not accept self-referrals.

What support may be considered?

Shield & Rebuild’s current specialist capability is electronic security and security upgrades, including CCTV, alarm and access-control systems and related security solutions. Broader practical support may involve appropriately qualified external providers as those relationships and capacity develop. Counselling and psychological services are not provided directly by Shield & Rebuild, but may be facilitated or funded through appropriately qualified external providers for eligible referred clients where appropriate and available.

What should I tell the client about timing or an outcome?

Do not promise a response time, funding, a particular service or an outcome. Explain that the referral is considered individually and that any assistance depends on eligibility, individual need, provider availability and available funding.

What if the client is outside Queensland?

Shield & Rebuild’s public resources may be useful across Australia, but direct assistance is currently considered in Queensland only. Help the person identify relevant local police, state or territory victim-support services and other appropriate local pathways.

What if there is immediate danger?

Call 000. The referral process is not an emergency response.
